黄汉伟 ： 槟州政府已清楚交代献金，揭穿邓章耀谎言

槟州首席部长政治秘书黄汉伟于2015年5月21日（星期四）在乔治市发表文告：

  槟州首席部长政治秘书黄汉伟今日发表文告批评槟州国阵主席邓章耀就300万令吉献金一事制造连串的指控及不确实的指责抹黑槟州政府。

黄汉伟指出槟州政府财政署预算部主任哈希玛已在日前发表文告白纸黑字清楚交代有关300万献金确实真金白银于2011年9月收缴槟州政府账户里，而非如邓章耀所指控般钱不知去了那里。

这个证实也揭穿了邓章耀的谎言。

槟州民联政府做为一个有公信力的政府也在第一时间即时反驳邓章耀的谎言，也公布了上述账目的详情。

黄汉伟 指出有关详情由高级公务员即财政署预算部主任哈希玛发布是妥当的。高级公务员亦须展现专业性，政府管治能力及回应社会的能力。 

邓章耀没有必要在被揭穿谎言后，以文告攻击槟州政府。

黄汉伟指出槟州民联政府已通过资讯自由法令并在有关法令下允许更多政府资讯公布。 相对而言，国阵在过往50年的州政府里不只没有努力使政府资讯流通， 反而是利用官方机密法令来抑制政府资讯发布。 相对而言， 反而是邓章耀老羞成怒，语无论次的攻击倡导资讯自由的槟州政府。

I will like to stress that the allegations by Penang Barisan Nasional Chairman, Teng Chang Yeow on the RM3mil contribution is wild allegation by Teng to confuse the people and tarnish the image of Penang State Government.

Initially, Teng has questioned on the whereabouts of the RM3 million contribution. His query was sufficiently answered by Puan Hashimah Mohamed Hashim (Finance Department Budgets section chief).

Hashimah's statement clearly stated the RM3mil was credited into Penang state coffer in year 2011. Thus, Teng's query is mala fide and with the intention to create doubts on the integrity of the public officers.

Statement by a high-level civil servant who is in-charge of the subject matter is appropriate and sufficient reply to Teng's query.  Teng's assertion that civil servant been used as a scapegoat is not true. Civil servants  have to exercise professionalism in their work and are equally accountable to the public

Penang State Government has promoted the culture of Freedom of Information and FOI law was passed in the Penang State Assembly. This is contrast with the practice of Barisan Nasional who govern by Official Secrets Act.

Teng should stop confusing the people and instead should lobby the Federal Government to replace Official Secrets Act with Freedom of Information Act.
